Starting today, transferring airplane and pilot licenses between airports is now possible through two methods:

Instant Relocation – You can now instantly reposition your active assets to an airport of your choice directly from the asset details page, without having to complete a flight. Currently, this feature is free and does not require the use of PAX Tokens. Wiki 

Transfer via “Unrestricted Flight” Mission – To transfer an aircraft and/or a pilot license, you must start a flight mission from the departure airport. Before takeoff, the system will automatically detect the location of your assets and ask if you want to transfer them. You can choose to move only the license, only the aircraft, or both. Once the flight is completed, the assets will be automatically repositioned at the destination. Wiki
